Opportunity discovery

Kontratar monitors SAM.gov and other federal procurement sources for contract opportunities. The platform filters results by NAICS code, agency, set-aside type, and date. Users receive notifications when new solicitations, amendments, or award announcements match their configured filters. Opportunities are displayed in two tabs: SAM (federal opportunities from SAM.gov) and Custom (opportunities created manually by your organization for state, local, or commercial bids). The AI ranks opportunities based on your organization’s capabilities, past performance data, and uploaded documents. See Tracking Government Opportunities.

Proposal generation

Kontratar generates structured proposal documents from tracked opportunities. The AI analyzes solicitation requirements, extracts compliance criteria, and combines them with your company profile and uploaded documents to produce a draft. Three output types are available:

Proposal management

All generated proposals are stored in a centralized system. Administrators can view proposals across the organization, track draft and submission statuses, and manage the review process. Individual proposals are organized into volumes or sections (for example, Executive Summary, Technical Approach, Past Performance). Editors are assigned to sections, and the platform tracks changes with version control. See Administrator Workspace.

Team simulation

Team Simulation compares your organization’s capabilities against a specific opportunity’s requirements. The system analyzes your uploaded documents, company profile, and partner data to produce a fit assessment. You can run multiple simulations against different teaming partners to compare which organization or team has the strongest alignment with the opportunity. See Team Simulation.

Team collaboration

Multiple users can work on the same proposal in a shared workspace. The platform provides:
  • Role-based access control (Super Admin, Tenant Admin, standard users)
  • Version control for all proposal edits
  • Editor assignment per proposal section
  • Due dates, deadlines, and reminders through the Actions tab

Document management

Organizations upload files to a centralized document store. These files are used by the AI during proposal generation and team simulation. Supported document types include past performance narratives, capability statements, key personnel resumes, and certifications. Documents can be tagged with categories for organization and filtering. Security

Kontratar applies the following security measures:
  • Passphrase encryption — Proposal documents are encrypted with a tenant-specific passphrase. The passphrase is required to generate, view, and download proposals. Kontratar does not store the passphrase — only the password hash used to decrypt the encryption keys.
  • Multi-factor authentication (MFA) — Users can enable two-factor authentication using an authenticator app (Google Authenticator, Microsoft Authenticator, or similar).
  • Role-based access — Feature access is controlled by user role. The Administrator panel is visible only to Super Admins and Tenant Admins.
  • Feature locks — Tenant Admins can restrict access to specific features for additional security.

Government updates and notifications

Kontratar scans federal procurement sources and delivers notifications on new solicitations, amendments, and award announcements. Notification delivery is configured in Settings and can also be managed through the Reports section of the Administrator panel, where users subscribe to updates from selected agencies or partners. Reports are delivered by email or in-app notification.

NAICS code configuration

NAICS (North American Industry Classification System) codes control which opportunities appear in your dashboard and Opportunities tab. Codes are configured in Administrator > NAICS Code. Changes to NAICS code configuration take effect after 48 hours.

Reports

The Reports feature allows administrators to subscribe to updates from selected agencies and partner organizations. Subscribed users receive the latest opportunities and announcements by email. See Administrator Workspace.
